The Gujjars, traditionally cowherds, are spread over northern India and are notified as OBCs in Rajasthan, while they have been accorded ST status in Jammu and Kashmir and Himachal Pradesh.

The attitude of various communities to the notification of caste status has undergone a complete reversal over the years. During the 1931 census, communities had petitioned state authorities for a higher status as caste was the most powerful marker in the social hierarchy. "
