NDTV.com: "The court was hearing a petition filed by former Rajya Sabha member and veteran journalist Kuldeep Nayyar. The amendment, made to the Representation of Peoples' Act last year, had dispensed with the domicile requirement for candidates contesting Rajya Sabha elections. This meant Rajya Sabha MPs could represent states other than those they belonged to.
For example, Prime Minister Manmohan Singh is an MP from Guwahati, but a resident of Delhi. Former Law Minister Arun Jaitley belongs to Delhi, but represents Gujarat in the House. Congress leader R K Anand hails from Delhi, but is an MP from Jharkhand, while former disinvestment minister Arun Shourie represents Uttar Pradesh, though he is a resident of the national Capital."
