He uses the familiar vocabulary of ending cross-border terrorism engendered in Pakistan and criticizes the manner in which US declared Pakistan a non-NATO ally without concern for Indian sensitivity; he says that Kashmir is a bilateral issue between India and Pakistan; he talks of moving beyond a step by step approach in strategic thinking; much in Clinton style Kerry recalls a visit to India to participate in a conference of the world economic forum and says that any US President must visit the world�s largest democracy at least once during his tenure, a fact that Bush failed to do.
